an innovator in Geographic Information Systems for the Pipeline, Oil & Gas industry was recently awarded the
contract with TESS to provide a Right of Way (ROW) program to its participating members and non-members
throughout most of the United States. The Public Awareness Manager™, Celeritas' web-based tool to map, manage, document, and track compliance related activities, is the technology solution that is at the heart of the program. Jack Garrett, Director of Damage Prevention for TESS, said, "Celeritas provides TESS and our members the best option moving forward for our Right of Way (ROW) and Emergency Official programs. The Public Awareness Manager™ can handle access from multiple participating companies while providing security so that companies can't view or manage each others data or pipeline assets. This technology is currently in production at hundreds of companies who are using the solution either individually or as part of a collaborative One Call or state-based Association. TESS is a non profit organization, managed by a Board of Directors elected from the member companies and is the largest one-call organization in the state of Texas. In 2003 they began organizing a service for pipeline companies required to perform public awareness mailings along their ROW. The project concept was to share the cost of data processing, postage and printing among as many pipeline companies as possible, thereby lowering the cost for each company. As more companies participate, the savings for each company increases. In 2006 this program included 137 pipeline companies in 26 states and the 07 program was conducted in 40 states with close to 200 participating companies. The 2008 program will cover all 50 states and includes focus group tested materials, effectiveness measurements surveys, comprehensive audit reporting and many more exciting benefits to be announced!
